companies like none this country has ever seen.
The uncertain forecasts came as the Clinton administration agreed
early Friday to a compromise with Republican congressional leaders on
community lending rules, withdrawing a veto threat.
The bill, which still needs approval of both chambers of Congress,
would overturn rules dating from the Depression generally barring
banks, brokerages and insurers from one another's business.

HEADLINE: Bank Reform;
Time is overdue to modernize financial services

BODY:
...bill remains imperfect; it is, however, the best opportunity to update the laws governing the ever-changing financial services industry. This opportunity shouldn't be squandered.
Once again, a key stumbling block remains proposed changes to the Community Reinvestment Act, legislation that requires banks to better serve low-income and minority communities.
President Clinton considers the law an important part of national community revitalization efforts, while the law's critics, who include Senate Banking Committee Chairman Phil Gramm, insist community activists abuse the law to delay bank mergers and to extort financial concessions.
Last year, Sen. Gramm killed a banking overhaul bill over community reinvestment policy. President Clinton has threatened to veto this year's bill if it doesn't contain certain protections for community reinvestment programs.
The road has been dotted by a delicate series of compromises through a minefield of issues. Conferees have reached common ground on privacy rules and on regulatory supervision, the bill's other ...
...walls between banks and their nonbanking subsidiaries.
Even Sen. Gramm has given ground. He has abandoned his proposal to exempt small rural banks from regular reinvestment compliance reviews, but remains committed to forcing banks and community groups to disclose details of Community Reinvestment Act deals. It's unclear what the White House finds so objectionable with those proposals.
As it stands, the insurance, banking and securities industries won't get all of their wish list. Community and consumer groups won't be completely happy, either.
Banking modernization shouldn't be allowed to slip away again.

HEADLINE: Bank Puts Focus on Detroit

BODY:
...Bank said it will earmark $ 918.1 million for small business, mortgage, consumer and commercial lending in the city of Detroit over the next three years.

The plan is a renewal and expansion of the Community Action Plan that Michigan National initiated in 1995.

The new plan will run through September 30, 2001 and reflects Michigan National's efforts to meet its responsibilities under the Community Reinvestment Act to extend credit and financial services to low and moderate-income neighborhoods.

The plan was developed in cooperation with the Detroit Alliance for Fair Banking, a coalition of Detroit community groups led by Reverend Wendell Anthony, president of the Detroit branch of the NAACP, county commissioner Bernard Parker, and Veronica Williams, executive director of the Detroit Alliance.

"With this plan, Michigan National has again demonstrated its support of the economic and social development of the city of Detroit," said Reverend Anthony.

"The plan makes good business sense for Michigan National and benefits the community."

A number of elements are included in the plan, which are designed to expand Michigan National's commitment to minority procurement and community development.

Also, the plan calls for the bank to develop or co-develop an affordable housing venture in Detroit that will include African-American contractors. In addition, the bank will partner with the Detroit ...

"Michigan National is leading the way in minority procurement and has set similar goals in the other initiatives outlined in this Community Action Plan," said Bernard Park, co-chair of the Detroit Alliance.

HEADLINE: NCRC: Bank Bill Helps the Financial Industry, Not Working People

CONTACT: John Taylor or Josh Silver, 202-628-8866, both of the National Community Reinvestment Coalition

DATELINE: WASHINGTON, June 30

BODY:
The 700-member organizations of the National Community Reinvestment Coalition (NCRC) call on Congress to go back to the drawing board and design a financial modernization bill with communities in mind, not only big business interests.

The House of Representatives is expected to vote on H.R. 10, the Financial Services Act of 1999, this Thursday.  H.R. 10 will vastly increase the market power of the nation's banks, insurance companies, and securities firms by allowing them to own each other outright without any limitations.  The bill, however, does not update community and consumer protections to deal with the rapid consolidation of the financial industry's assets into fewer hands.

NCRC's Chairperson Gail Burks of the Nevada Fair Housing Center noted, " This decade has been the most profitable in the history of the American ...
...customers for home, auto, and business insurance by the race, income, and neighborhood in which they reside.  Like the HMDA (Home Mortgage Disclosure Act) data on home loans, this data will help community organizations, local public agencies, and insurance companies identify missed market opportunities in traditionally underserved neighborhoods.

"Senate Republicans voted to weaken the CRA in S. 900, which is the Senate version of financial ...
...107th Congress has the real debate that the 106th passed over.  It will be up to the next Congress to decide what is in the best interests of working people, not just banks and other segments of the financial industry."

The Community Reinvestment Act (CRA) requires banks and thrifts to serve all communities, including low- and moderate-income neighborhoods, in which they are chartered and from which they take deposits.  Federal Reserve Board Governor Edward Gramlich recently estimated that CRA helps leverage about $117 billion a year in home, small business, and community development loans for working class and minority communities.  Federal Reserve Board Chairman Alan Greenspan has said that

CRA has encouraged lending institutions to pursue "foregone business" opportunities in underserved communities.  Countering charges that CRA amounts to credit allocation, Chairman Greenspan says that CRA enhances and does not restrict markets.

    ------
The National Community Reinvestment Coalition (NCRC) is the nation's CRA trade association of more than 700 community reinvestment organizations dedicated to revitalizing inner city neighborhoods and rural areas by promoting partnerships between lenders and community leaders.

This time around, President Clinton is threatening to veto any bank bill that he believes weakens the Community Reinvestment Act. While noble in intention, in practice the CRA has become a vehicle to shake down banks for money, often with little regard for market ...
...unsubstantiated allegations.
And banks must prove to regulators that they've conformed to the CRA before they can merge, branch out or expand services. With this mandate, banks can't expand or merge without a CRA payoff. Community leaders can extort money from them just by threatening to complain they haven't complied with the CRA.
The Senate bill would also give regulatory responsibility over financial service institutions to the Federal Reserve Bank. Clinton wants the ...

...addressed to our satisfaction. This is the start of the legislative process and we will work to make it come out the right way." Gramm, who killed a reform measure last year over the inclusion of provisions of the 1977 Community Reinvestment Act, has addressed some of his concerns about the issue. The CRA requires banks to make loans to people in poorer neighborhoods of banks' geographic coverage area. They are periodically examined to assure compliance.  Gramm wants to limit the ability of regulators to give banks "unsatisfactory" ratings in attempting to comply with the law. Yet to be resolved is Gramm's opposition to community groups taking payments from banks to stop their opposition to obtaining a satisfactory rating. Gramm is studying the potential of fines for both bankers who pay out the money and the community groups who accept it in return for their silence. He has described the practice as legalized extortion of banks.  The draft also requires the Federal Deposit Insurance Corporation to draft customer protection regulations for bank ...
