Time is overdue to modernize financial services

update the laws governing the ever-changing financial services industry.
This opportunity shouldn't be squandered.
Once again, a key stumbling block remains proposed changes to
the Community Reinvestment Act, legislation that requires banks to better
serve low-income and minority communities.
President Clinton considers the law an important part of national
community revitalization efforts, while the law's critics, who include
Senate Banking Committee Chairman Phil Gramm, insist community activists
abuse the law to delay bank mergers and to extort financial concessions.
Last year, Sen. Gramm killed a banking overhaul bill over community
reinvestment policy. President Clinton has threatened to veto this year's
bill if it doesn't contain certain protections for community reinvestment
programs.
The road has been dotted by a delicate series of compromises
through a minefield of issues. Conferees have reached common ground on
privacy rules and on regulatory supervision, the bill's other ...
...walls between banks and their nonbanking subsidiaries.
Even Sen. Gramm has given ground. He has abandoned his proposal
to exempt small rural banks from regular reinvestment compliance reviews,
but remains committed to forcing banks and community groups to disclose
details of Community Reinvestment Act deals. It's unclear what the White
House finds so objectionable with those proposals.
As it stands, the insurance, banking and securities industries
won't get all of their wish list. Community and consumer groups won't be
completely happy, either.
Banking modernization shouldn't be allowed to slip away again.

consumer and commercial lending in the city of Detroit over the next three
years.
The plan is a renewal and expansion of the Community Action Plan that Michigan National initiated in 1995.
The new plan will run through September 30, 2001 and reflects Michigan National's efforts to meet its responsibilities under the Community Reinvestment Act to extend credit and financial services to low and moderate-income neighborhoods.
The plan was developed in cooperation with the Detroit Alliance for Fair Banking, a coalition of Detroit community groups led by Reverend Wendell Anthony, president of the Detroit branch of the NAACP, county commissioner Bernard Parker, and Veronica Williams, executive director of the Detroit Alliance.
"With this plan, Michigan National has again demonstrated its support of the economic and social development of the city of Detroit," said Reverend Anthony.
"The plan makes good business sense for Michigan National and benefits the community."
A number of elements are included in the plan, which are designed to expand Michigan National's commitment to minority procurement and community development.
Also, the plan calls for the bank to develop or co-develop an affordable
housing venture in Detroit that will include African-American contractors.

Coalition (NCRC) call on Congress to go back to the drawing board and design
a financial modernization bill with communities in mind, not only big business
interests.
The House of Representatives is expected to vote on H.R. 10, the Financial Services Act of 1999, this Thursday. H.R. 10 will vastly increase the market power of the nation's banks, insurance companies, and securities firms by allowing them to own each other outright without any limitations. The bill, however, does not update community and consumer protections to deal with the rapid consolidation of the financial industry's assets into fewer hands.

The Community Reinvestment Act (CRA) requires banks and thrifts to serve all communities, including low- and moderate-income neighborhoods, in which they are chartered and from which they take deposits. Federal Reserve Board Governor Edward Gramlich recently estimated that CRA helps leverage about $117 billion a year in home, small business, and community development loans for working class and minority communities. Federal Reserve Board Chairman Alan Greenspan has said that
CRA has encouraged lending institutions to pursue "foregone business" opportunities in underserved communities. Countering charges that CRA amounts to credit allocation, Chairman Greenspan says that CRA enhances and does not restrict markets.
